Does the rate predict whether a novel will get licensed?
No. It is a historical catalog rate, not a forecast. Publishers also consider rights, sales, audience demand, length, and market fit.
Why can recent years have a low rate?
Licensing takes time. A recent novel has had fewer chances to receive an English licence, and the catalog record may not yet show a new deal.
